Therefore every car is would be registered to its true owner or keep, therefore if car or driver commits an offense it either the driver is responsible or the registered keep/owner. Its easy to trace to trace the offender via registered owner/keeper if it wasnt his/her driving then it has to be whoever was given permission to drive, if not the car was stolen

The vast majority of drivers do not even know their rights when stopped by the police for road violations. Police officers need to have devices like body cameras to record violations, ensure transparency and update the point system on the spot. Utilize social media, websites, and public service announcements to educate the public about safe driving practices and the points system. You do not want to talk about that because you continue to want to milk citizens through bribes as drivers try to find their way out of losing their licences. If people have been bribing officers on roadblocks for minor offences, what will stop them from continuing to do so for large offences? The other problem is that technology in Zim is non-existent in enforcing such laws. You need speed cameras, red-lighting cameras, license plate recognition, integrated traffic management software, database records for violations, notifications to offenders, real-time CCTV etc.
